Woman gets 120 days to avoid more dog violations




Elsie Kovach, 82, of the 900 block of Cherry Street, is charged with confinement of dogs stemming from an incident Oct. 22, 2008. . . . .

. . . . . . . Court documents show that both the SPCA and Phoenixville Police Department have cited Kovach 17 times since May 2006 on dog violations.

According to the SPCA, at least on three separate occasions, Kovach's two dogs have bitten people, including a child, while they've been on the loose.

Phoenixville Police Department have cited her 14 times for a total of over $2,900, while the SPCA have cited her three times in 2008 for a total of $956.

Poor Elsie.....spending all of Alex's retirement on fines. The reality is that old people rarely get it. There was a day long ago in a different world when just opening your back door and letting the dog out without any confinement or restraint was the norm. My family did it and the dog wandered a good part of the day and then came home to eat. Those simpler times are long gone and it's too bad for some and good for others.
