"The Senley"

Posted by Mr. Ellsworth Toohey

Council's Tuesday night meeting saw the reappointment of both Deb Johnston and Dave Sanak to 4 year terms on the Phoenixville Planning Commission. According to people I talked to (that actually know something) Ron Knabb was the choice to replace one of those members. Four of the Council people there Tuesday were on board with it. Enter Jeff Senley.

You may recall last year when the whole flap over the reappointment of George Martynick to the Planning Commission was splashed over the papers. Senley saw an opportunity to call for a reappointment vote after Council received a letter from Martynick asking for a reappointment. With no other applicants, his reappointment passed 8-0. Martynick has had some issues with a number of members of Council including Henry Wagner and Rich Kirkner and his reappointment was is serious jeopardy. John Messina had yet to formally express interest in an appointment though he certainly was chirping about it to Council. A number of people eventually sent letters in requesting the appointment to the other spot. Mike Hott held the other seat but Council showed no interest in his reappointment and he pulled his name from consideration. The little old ladies on Council started questioning the process and Henry Wagner formally requested Martynick's resignation and requested he resubmit a request. He refused and still sits on the PC.

PHEW!!!!!!!!!!!!!!!!!!!!!!!

Jeff was at it again the other night. Seeing that these members may face little love from the gang of four, he asked that Council vote on the reappointments after Mr. Speck had readied a motion to appoint Knabb. When faced with the vote to reappoint, they caved like a Utah coal mine. Both received 7-0 votes to reappoint. I can't believe that Henry Wagner can't keep his ducks in a row and waddling in a straight line long enough to get a simple vote out of the way. Perhaps it is a short attention span thing. I don't know but the word for the day is "The Senley".

The Senley is the act of confusing a governing body through redirection and having that body actually vote contrary to their own backroom deal. You can also refer to it as "Pulling a Senley", "Throwing open a can of Senley" or "Senley'd em"

I don't understand the support for Knabb. He made it very clear at his PC interview that he has a very narrow focus on planning (very specifically excluding context as Sanek mentioned he found so important that he now visits sites that come before the PC) and does not appreciate public input, which is critical considering the projects facing the PC for the next five years.

Knabb also flat-out lies to the Planning Commission when it suits his client. He's been corrected several times by the public when he appeared before the Planning Commission last year and each time, he had to admit that the speaker from the public was correct and his statement was not.

Knabb's professional experience is in developing large, open spaces. He seems genuinely stumped by infill development and does not appear to have the professional flexibility to alter (or produce!) plans that accomodate the odd angles of in-town boundaries.

Considering that the Phoenixville Planning Commission is faced with infill projects that are generating much public input, I think the right decision was made to re-appoint Sanek and Johnston, who have experience with the issues and shown willingness and ability to deal with them.

I'm so proud of Jeff.

Next year after all the current crop on council and school board have been replaced with maybe the residents in this town and their concerns will finally come first.
