I wanted to make a point about the current budget. The 13.8% tax increase and the budget it supplements does not include capital projects. What does that mean? The Borough is increasing the money it takes in and is not budgeting money back into capital improvements. In terms of the municipality, we are standing still on capital spending while the tax payers are paying 13.8% more in their taxes. We, the taxpayers, are investing 13.8% more in our municipal investment so the Council can put zero back into capitally improving the product. Now the CDC contract can be viewed as an investment but you cannot really bank that investment or point to it as a physically improved product. Any main street project, with the exception of the streetscapes, are private investment even though the CDC may be the facilitator.
Just thought you would like to know that.
