Did I hear correctly (I did because I rewound and watched it 3 times) that Council President Henry Wagner believes that we should have a Business Improvement District but he feels that it won't come to be because the business owners won't vote to approve it? Do we, as taxpayers, have the ability to vote for an 18% increase this year? Because the business owners are not willing to put in extra money for improvements to their own business district, the property owners of Phoenixville will be asked to bend over and take it like a champ. Does it sound fair????
