Ok, so we learned at the PASB meeting that Rob Frees set up a sweetheart deal between a client of his and the board that he was the head of. That property may not have been so attractive because of environmental problems. Joe Puleo gave the district an appraisal for the property, that we would later learn was done with no consideration of an environmental assessment that was less than stellar. A later appraisal had the value of the property at half of the previous one. Noyes and Diekow couldn't get their acts together to file the state paperwork so they kept pushing the settlement off under the guise of more environmental assessment. After the agreement of sale, Diekow went back to Davis to try to get them to clean up the site. Davis tells them to pound sand. The whole time, Frees, Noyes and Diekow, kept vital information away from the board and the people.

It was not a Noyes/Frees love fest. I think the best part was that, through it all, the PADEP did not even give approval to build on the site. They spent all this time and money to progress a project that may not have ever got approval to proceed.

Though the solicitor claims there is no criminal activity in all of this, I would say that there may be some serious ethics violations.
