This is not a surprise. It has been hinted at for some time but it is very important for the country. This is an acknowledgment that the way things have gone over the past 8 years have been a failure and though Gen. Powell was part of that failure, he has also played a role in the criticizing of the administration. It is an interesting endorsement that may play well in SE Pennsylvania where the electorate is more moderate in ideology.
